The domestic photovoltaic industry, which has experienced the impact of overseas "double-reaction", began to turn from cold to hot with the support of multiple domestic policies, and has become a hot potato for the pursuit of foreign capital. This year, foreign capital, including real estate, property investment, highway and other industries, has invested heavily in photovoltaic power plants, and some enterprises have even thrown nearly 100 billion yuan. However, in the view of the industry, "money can not solve all the problems", including the shackles of grid-connected difficulties. In particular, the photovoltaic industry relies too much on policy, which also places a greater risk on the investment of many enterprises.
Capital-by-capital photovoltaic industry
Since this year, there has been no more intensive multi-industry layout than Hengda Group. Now, the photovoltaic industry, which is supported by policy, has naturally become one of its major goals. Following mineral water, grain, oil, football and culture, Hengda announced in September that it had signed a strategic cooperation agreement with the Zhangjiakou Municipal Government on major solar photovoltaic power projects, and proposed to invest about 90 billion yuan in China's largest solar photovoltaic power project, with a scale of 9.2 million kilowatts.
According to the data released by the State Energy Administration, by the end of 2013, 741 large-scale photovoltaic power generation projects have been connected to the grid in 22 major provinces (autonomous regions and municipalities directly under the Central Government). Hengda project exceeded the total installed capacity of the top two provinces. Not only that, Hengda also opens financing channels by buying shells, which shows the company's ambition in photovoltaic development.
Shi Yuzhu, the chairman of Giant Investment Co., Ltd., another well-known betting photovoltaic industry, has also made more moves. Quietly set up a company called Hulk, focusing on investing in photovoltaic industry, the industry generally believes that its size is about 4 billion yuan. "Shi Dazui started his class today to study clean energy and strive for a master's degree in three months." Shi Yuzhu's decision to add code to photovoltaics was highlighted in a microblog on October 20.
It's not just these big cafes that have recently been enthusiastic about diversification. Jiangshan Holdings recently announced that a framework agreement was signed on November 28 to develop a distributed photovoltaic power generation system project. The Hong Kong listed company, which mainly invests in manufacturing and selling simulated plants and property, invested in solar power generation in March 2014. Another North China Expressway recently purchased photovoltaic enterprises and built photovoltaic projects very frequently. According to the company's latest announcement, the holding subsidiary Guoke Zuohuqi Photovoltaic Power Generation Co., Ltd. invested in the second phase of the 20MW construction project of the Zuohuqi Photovoltaic Power Station, with a total investment of 184 million yuan.
The Profitability of Gambling Theory
Even if the enthusiasm is high, the construction of photovoltaic power plants has become a crazy target, but according to the data provided by Zhang Guobao, consultant of China Energy Research Association and director of Expert Committee of Beijing Energy Association, at the Beijing Energy Forum in 2014, the current proportion of solar power generation in total power generation is 6%. In its words, this proportion can even be neglected. Zhang Guobao believes that compared with coal-fired power, solar power is still energy without cost advantages. In contrast, the cost is even double that of the former.
Why there is still an influx of extra-industry capital, most enterprises and industry experts respond that the main focus is on long-term profitability. According to the three types of price subsidies for photovoltaic ground power plants previously defined by NDRC, they are divided into 0.9 yuan per kilowatt hour, 0.95 yuan per kilowatt hour and 1 yuan per kilowatt hour, and 0.42 yuan per kilowatt hour for distributed photovoltaic power plants. The industry expects that the profit level of photovoltaic power plants will exceed 8%.
There are photovoltaic project managers who have calculated such an account to make a 50 kilowatt project. According to the existing electricity tariffs and subsidies, it will take six years to recover the cost. Starting from the seventh year, there will be no electricity charges and additional revenue. According to the "Several Opinions on Promoting the Healthy Development of the Photovoltaic Industry", the implementation period of photovoltaic grid-connected tariffs and subsidies is 20 years in principle. "Twenty years is equivalent to a lifetime subsidy. The timing of subsidies will stimulate more investor confidence. The head of Yingli said.
Policy risks remain
In the industry's view, photovoltaic relies too much on policy, and if it is separated from government subsidies, it will not be able to achieve profitability. "It is understandable to accept subsidies at the beginning, but the industry that has been subsidized for a long time is bound to be unhealthy." According to Wang Xiaokun, a new energy analyst with Zhuozhuang Information, the development of the industry is still constrained by the lack of access to upstream and downstream industries and the difficulty of interconnection. Moreover, this industry which relies excessively on policy support is vulnerable to policy and market mutations.
As early as 2006, there was a wave of foreign capital influx into solar energy industry, such as fir, spring orchid and so on. According to the announcement of Shanshan Share, the 15MW solar energy production line of Shanshan Ulika Solar Energy Technology Development Co., Ltd., with 16.112% of its shares, has been completed and put into operation. An insider of Chunlan Group disclosed that the company plans to invest 3 billion yuan to build research centers, most of which will be spent on new energy development. The company's three-step development of the new energy industry includes "plans to make solar cells and power generation equipment".
However, after many years of rapid development of photovoltaic industry, in 2011, it began to encounter "double negative" from the two major markets of the United States and Europe. Ninety percent of the sales of photovoltaic industry in overseas markets suffered heavy losses.
The market is changeable and the international oil price has fallen continuously in recent years. Some analysts say that the decline of traditional energy costs may play a restraining role in the development of new energy sources. Not only that, in the face of new energy consumption and other puzzles, the crazy investment of multi-channel capital "does not rule out the possibility of excess in some areas, which may lead to the weakening of support policies, and the profit blueprint conceived by enterprises will be tested".
