1. Determine the scale of subsidies reasonably according to financial affordability
The experience that European countries have been forced to cut new energy subsidies in response to the crisis and deficit reduction shows that the scale of new energy subsidies should be moderate. Excessive subsidies not only make finance unbearable, but also are not conducive to promoting the progress of new energy technology. China is also facing similar problems. There is a serious shortage of financial support capacity to achieve the target of the 12th Five-Year Plan for New Energy. According to relevant plans, wind power will generate 200 billion kilowatt-hours of electricity by 2015, requiring about 40 billion yuan of subsidies; photovoltaic power generation will be installed at 35 million kilowatt-hours, generating 50 billion kilowatt-hours of electricity in that year, at 0.5 yuan per kilowatt-hour, requiring 25 billion yuan of subsidies; biomass power generation will be installed at 13.0 billion yuan. With a capacity of 70 billion kilowatt-hours, a subsidy of 28 billion yuan will be required, and a subsidy of 10 billion yuan will be required for grid access. It is estimated that the subsidy fund will be no less than 100 billion yuan in 2015. According to the current subsidy level of 8 cents per kilowatt hour, even if the receivables are exhausted, there will still be a shortfall of more than 50 billion yuan in 2015. Therefore, in order to encourage new energy power generation in the future, appropriate subsidies should be provided to prevent excessive subsidies from exceeding affordability.
2. Establishing and Perfecting Dynamic Adjustment Mechanism of New Energy Subsidies
Through technological progress, reducing the cost of new energy development, gradually reducing government subsidies and adopting market mechanism as far as possible have become the consensus of developing new energy all over the world. It is also the key problem to be solved for the sustainable and healthy development of new energy industry. Therefore, in order to improve the performance of limited financial subsidy funds, China should change the cost pricing model of "high cost and high subsidy" in the past, actively promote the establishment of a market mechanism adapted to the development of new energy, determine the owner and discovery price of project development through competition, thus forming a mechanism of annual and batch reduction of subsidy amount per kilowatt-hour, and promote enterprises to carry out technological innovation spontaneously. Continuously reduce the cost of wind power, photovoltaic and other new energy power, and promote new energy power to achieve parity as soon as possible. It is suggested that the existing new energy subsidy measures be reformed. In the future, new wind power, solar power and biomass power generation projects should be approved when the subsidy funds have been clearly implemented. Projects without subsidy can not be connected to the power grid. In the current situation of limited funds for new energy subsidies in China, we should learn from the European market in particular to avoid overheating of industry development caused by excessive off-price subsidies, which will cause huge financial burden to the government and ultimately cause great ups and downs in industry development.
3. New energy subsidies should focus on technology R&D
Compared with the policies of European countries to support the development of new energy mainly through fiscal and taxation links, our government has more means and greater efforts to support the development of new energy, including cheap land costs, environmental costs and financial subsidies. However, China's new energy industry is mainly the manufacture and production of photovoltaic cells, photovoltaic modules, wind turbines and other equipment. Therefore, financial subsidies encourage not technological research and development, but traditional manufacturing. In this case, the more subsidies, the more likely it is to aggravate overcapacity. Since the industrial society, the rise and promotion of any new technology is by no means the result of financial subsidies. The subsidy itself is not a problem, but it is worth discussing where to make up and how to make up. In particular, we should carefully consider how to use the subsidy to enhance R&D power and promote technological progress. Only in this way can we realize the fair access to the Internet of new energy as soon as possible and lay a foundation for its large-scale application. 4. Accelerating the Development and Application of New Energy Market in China
China's new energy industry relies too much on the international market, which is not conducive to industrial security. Especially in the current severe situation of shrinking European new energy market and constant trade friction, we should accelerate the development and application of the domestic market. Efforts should be made to solve the bottlenecks of large-scale grid-connected generation of new energy, strengthen the research and development of grid-connected technology of new energy, organize and guide the industry to increase its support for energy storage technology research and development, actively promote the development and industrialization of application demonstration projects, and improve the industry and national standards for grid-connected generation of new energy. We will improve tax incentives, financial subsidies and financial support policies to promote the healthy development of the new energy industry, encourage large-scale development and utilization of new energy resources, expand domestic market demand, provide a clear and stable market for new energy power, reduce the uncertainty of enterprises entering the market through government support, and promote the healthy and rapid development of the domestic market.
